Hassan Omar’s manifestoFive pillars for transforming Mombasa

What we will do, and how you will know it has been done.

01

A County Government That Works for You

Services that are easy to reach, quick and fair.

Key promises

  • A Service Point in every ward

Apply, pay, follow up and complain close to home, in all 30 wards.

  • Common services online

Permits, land rates and building plans online, with a reference number to track them.

  • One number for complaints

Free line, USSD and WhatsApp. A reply in 48 hours and a solution in 14 days.

  • Better care close to home

Medicines in stock, shorter hospital queues and health workers paid on time.

02

Public Resources That Deliver Visible Results

Every shilling accounted for and turned into results.

Key promises

  • Debts checked and published

An independent check of every unpaid bill, published within 100 days. Genuine bills paid first.

  • Every contract in the open

Every tender and contract published within seven days of award.

  • Collect what is owed

One cashless system for all county payments, and honest revenue targets.

  • Salaries within the law

Bring salaries within the legal limit, without cutting front-line health workers.

03

Skills, Innovation and Jobs

Connecting young people to skills, business and work.

Key promises

  • Training that leads to jobs

County training centres re-equipped, with courses designed with port, hotel, building and tech employers.

  • Kazi Mombasa

3,000 paid internships and apprenticeships every year by 2030.

  • A fair share of contracts

30% of county contracts for youth, women and persons with disabilities, paid within 60 days.

  • Digital work hubs

A hub in each of the six sub-counties for online work, software and creative business.

04

A Cleaner, Better-Managed, More Connected Mombasa

Better water, cleaner streets and a city that works.

Key promises

  • Stop the water losses

Fix leaks and end illegal connections, so more water reaches homes.

  • Ready for Mwache water

County pipes, tanks and connections ready to carry new water from the Mwache Dam.

  • A clean city

A collection timetable for every area, recycling, and illegal dumpsites closed.

  • Fewer floods

Drains cleared in every ward before each rainy season.

05

A Digital County That Protects Everyone

Technology that serves people and protects their rights.

Key promises

  • One front door

One county website and app, also on ordinary phones by USSD.

  • Nobody shut out

Help at every Service Point, free public Wi-Fi, and every service still available in person.

  • Your data protected

A privacy check before any new system goes live, as the law requires.

  • A person behind every big decision

A public list of every AI tool the county uses. No machine decides alone.
